Land clearing in Jefferson often starts with ground you cannot see for the brush. Jackson County is one of the fastest growing counties in Georgia, yet it still holds hundreds of farms. New home sites sit right beside old pasture and woodlots. Any of that ground fills in with privet and pine saplings once it goes a few seasons without a cut.
Wall Land Solutions is a land clearing company based in Toccoa, and Jefferson is part of our service area. We run a track loader and a mini excavator, and each one carries a mulching head. Forestry mulching grinds brush and small trees into mulch where they stand, and the mulch stays on your land. Call or text (678) 776-8002 for a free estimate and a written quote.

The Census Bureau counted about 13,200 people in Jefferson in 2020. Its 2025 estimate puts the city near 17,200. The bureau tracks all of Jackson County as the Jefferson micro area. From 2024 to 2025, it grew faster by percent than any metro or micro area in the country.
The houses tell the same story. Census survey numbers show about two of every three homes in Jefferson were built in 2000 or later. Across the county, permits went out for more than 2,000 new homes in 2024, nearly all single-family.
Every new house needs open ground first. Site preparation for a new house clears the brush and small trees off the building spot and the drive. The mature trees you want to keep stay standing, so you and your builder can see the ground.
Outside the newer neighborhoods, Jackson County is still farm country. The USDA farm census counted 636 farms in the county in 2022, on about 64,700 acres. Both numbers were down 13 percent from 2017.
Pasture is the largest use of that farmland, at about 26,700 acres. Hay covers more acres than any other crop, and poultry and eggs bring in most of the farm sales. Woodland on those farms adds about 14,400 acres more.
Pasture that misses a season or two fills in with briars and saplings. Bush hogging grown-up pasture with a heavy brush cutter brings that ground back into use. Where the growth is too thick for the cutter, the mulching head grinds it down.
By NRCS soil maps, Cecil soils cover about half the land inside the city limits, and Pacolet about a quarter. Both have a red clay subsoil. The two biggest mapped areas sit on slopes of 6 to 15 percent. NRCS marks both as eroded.
Where Cecil ground is wooded, the NRCS lists loblolly and Virginia pine with oaks and hickory. Pacolet land is mostly pine and mixed hardwood forest, and its cleared ground goes to hay and pasture. Under those trees, privet and briars often fill in the understory.
Underbrushing a wooded lot mulches that undergrowth and keeps the canopy overhead. On steep banks and ditch lines, the mini excavator reaches growth the track loader cannot. Either way, the mulch stays on top of the clay as a ground cover.
That depends on which side of the city limits your land sits. Inside the city, the City of Jefferson's Department of Planning and Development handles land disturbance permits. In unincorporated Jackson County, the county's Public Development Department issues them from its office in Jefferson.
The county's permit guide draws two lines: an acre of grading, and 200 feet from a state water. Developments past either line file for a land disturbance and site development permit. Minor disturbance under an acre, away from state waters, files for a site development permit. The guide lists agricultural activities as exempt, but says houses and driveways do not count.
Before any machine digging or grading, Georgia 811 asks for a locate request at least three business days ahead. The right office answers which permit fits your job, and we point you there before work starts.
